WHAT IS CULTURE CORRUPTION?

In Indonesia, we find a lot of culture. Indonesian people cannot be separated from culture. One of the developing Indonesian cultures is Javanese culture. Javanese crocodiles still exist today.
Javanese culture is generally embraced by Javanese people, especially Central Java. Yogyakarta and East Java. Each region also has different characteristics. However, this culture is usually tied to a culture of politeness, respect and feeling embarrassed if you refuse other people's gifts.
In Javanese society, it seems like it is commonplace to give (both money, goods, food and so on) to other people to facilitate our affairs. All of this is a form of "thank you" for helping things run smoothly and finish well.
Nowadays, every day we hear or see a lot of news about corruption. There is corruption in social assistance, corruption in toll road projects, buying and selling of positions, and so on. This news is widely circulated in newspapers, radio, TV or social media such as Twitter or Instagram.
The word corruption comes from Latin, namely from the word corruptio, which means to destroy, make rotten. Poke. Judging from the language, the word corruptio means taking money (state, company, etc.) for personal or other people's benefit.
According to the global corruption index research institute, Transparency International with the title "Global Corruption Barometer-Asia", Indonesia is ranked 3rd in the most corrupt countries.
So what is the relationship between corruption and Javanese culture?
The Dawn Attack phenomenon is giving envelopes containing money which are usually given during regional head elections or village head elections. For supporters of the candidates, the dawn or envelope attack could be something they have been waiting for. It could even be that the supporting community will not vote if there is no envelope or dawn attack.
It turns out that the phenomenon of dawn attacks is a common occurrence in society and many people expect it. Although it could be a form of thanks for supporting the chosen candidate.
The "envelope" culture that exists in Javanese society, if related to corruption, can include bribery. And surprisingly this culture still continues today.
According to Republic of Indonesia Law No. 20 of 2001 concerning criminal acts of corruption which include corruption and bribery, you can be caught in an article of the law, namely if you carry out a dawn attack before the matter takes place. However, if the dawn attack is carried out after the business is finished then it is not called a bribe.
From the legal basis above, it would be better for us to try to avoid and stop this culture of dawn attacks. If it is left and continues to develop, it will be difficult to remove it from culture or traditions during regional head elections, or whatever. Although perhaps the intention of giving the envelope could be as compensation for transport money or as gratitude.
